Dry Lining refers to the process used when attaching plaster based sheet boards to either a wooden stud framework, metal stud work or direct to brick or block works using an adhesive compound in a process called dot & dab. There is no simple answer to this question as it depends a lot on the Artex, it's application, composition and the base material it has been applied too. If the depth of the pattern is shallow it may be possible to over skim, or if the Artex is soft, it may be possible to scrape down to point where and plaster skim can then be applied directly on top.
